Strategy and Human Resources Specialist

Main Job Purpose:

Contribute to the implementation of the Strategy and Operations Department's strategy against set annual (short-term) and long-term objectives. Provide technical input in key functional areas and lead on non-technical activities within the function's scope of work.

Main Roles and Responsibilities:

Strategic Planning:

  • Contribute to the setting of the department’s annual OKRs and link them with personal deliverables
  • Contribute to the setting of the department’s annual budget and ensure that work is being executed according to the approved budget
  • Contribute to the setting of the department’s operational Policies & Processes and ensure proper implementation of the same
  • Prepare reports and documents as required by the direct manager
  • Commit to the implementation of the personal learning and development plan agreed upon with the direct manager

Strategy and Operations: 

  • Contribute to the implementation of key organizational strategic initiatives in line with long-term growth and sustainability goals for the organization
  • Contribute to the development of key situational (business) analysis of QRF, QRF departments, and affiliated organizations using desk research, secondary reports, and internal performance reviews
  • Contribute to the implementation of QRF's risk management system, ensuring that all dimensions of the system are updated in a regular and accurate manner using set templates and tools
  • Implement key dimensions of QRF's organizational performance and KPIs system, including periodic target setting and scoring, evidence collection, and documentation maintenance
  • Lead on the collection, synthesis, and analysis of data from project managers and team members with the aim of informing organizational change and development efforts
  • Implement key components of QRF's operational standards system, ensuring that all QRF policies are accessible by all staff members, represent processes and guidelines accurately, and are up to date

People Operations:

  • Develop and continuously improve the Competency Dictionary, job specifications, and the Job Description Cards of all teams
  • Design learning and development programs, based on individual needs and in line with the required level of competencies, roles, and responsibilities in addition to QRF's vision and objectives
  • Assist in planning, directing, and coordinating activities relating to manpower planning
  • Assist in planning, formulating, and reviewing the Recruitment Policy to meet QRF's requirements
  • Conduct interviews with potential candidates in accordance with QRF's policy and best practices guidelines
  • Analyze Employee Satisfaction results and all HR performance indicators to recommend organizational improvement initiatives
  • Fully implement career path and succession plans and initiatives

Job Qualifications

  • Type of Degree: Bachelor’s Degree, Master’s Degree [Arts (BA) or Sciences (BSc)], Professional Qualification/Certification
  • Focus of Degree: Business Administration and Management, Public Administration, Applied Economics, Industrial Engineering, Operational Research, Operations Management, Project Management, or Similar
  • 5 years of experience in Organizational Development, Strategy Development, Business Operations, or related fields that provide core strategy development in Education. Prior experience in NGO will be considered (required)
  • Arabic and English proficiency, written and spoken
